Unwired Green

Is my Honeywell rth3100c thermostat wiring hooked up correctly?

The wires on the thermostat are hooked up as such.
Six wires
(white) to Aux jumpered to E
(yellow) to Y
(green) to G
(red) to R
(blue) to B
(brown) to C
O and L are left unwired
Everything works good but the outside electric heat pump (RHEEM) runs constantly and does not shut down when the thermostat is in the off position and also when there is no air blowing inside.

You didn’t give enough information but I can tell you the industry standard.
white = heat
Green = fan
red = 24V power
Brown = common
Orange = usually reversing valve
Yellow = cooling
